Exciting to see construction commence on the East Rockingham Waste to Energy (ERWtE) plant in Western Australia.
Over the past 18 months CutlerMerz has been engaged to support ERWtE across technical, commercial, legal, and market advisory services related to the connection of a $500m waste-to-energy plant to the Western Power 132 kV network.
Our support included:
Review and updates of Technical Connection Assessment Reports and Steady State System Studies
Connection documentation development and power system modelling reviews/updates
Techno-commercial support to achieve Electricity Transfer Access Contract, Western Power Works Contract, and Financial Close
Assessment of transmission line losses and advice on financial modelling to capture translation of losses information into financial impacts on project investment
Engagement with Western Power on behalf of the development consortium in the lead up to Financial Close to confirm that the design and capital costs for the connection are reasonable and deliverable, including identification of risks to improve capex certainty for the connection component of the project
Recommendations on the way forward with the Purchase Power Agreement (PPA) based on our deep regulatory expertise and technical knowledge of key market mechanisms in the Western Australia Wholesale Electricity Market.
