Review of Dynamic Operating Envelope Adoption by DNSPs

CutlerMerz was engaged by the Australian Renewable Energy Agency (ARENA) to review the current state of dynamic operating envelopes (DOEs) and the approaches taken by distribution network service providers (DNSPs) across Australia in facilitating the implementation of DOEs.

We engaged with representatives from each DNSP and undertook research to support the view of the current landscape and future offerings, with a focus on assessing the nature of DOE service offerings for customers, their technical characteristics and how reporting and compliance should occur.

Our review identified that DOEs are an emerging feature of the electricity system, with the bulk of DNSPs currently either trialling or planning their DOE service offerings. Most DNSPs have a timeframe to offer DOEs to their customer base within the next five years.

Our review supported ARENA in the development of their Outcomes Report, which provides a summary of the extensive consultation undertaken by the Distributed Energy Integration Program (DEIP) to explore and advance the role of DOEs in Australia’s future power system.
